Philadelphia to Atlanta – best route on a rainy Friday?

I’m going to be traveling from the Phili area to the Atlanta area on April 11th, and I don’t know what the best way to take is. It’s probably going to be rainy for most of the trip.
I could go down I-95, and then I-85, but I might hit lots of traffic around DC, Richmond, etc. Or I could take the PA Turnpike to I-81.. but do I want to drive in the mountains if it’s rainy?
Which route do you think is best?

My dad has been trying to figure out what to do, as Cingular sold his account (in Charlotte, NC) to Suncom and now the contract is up. He wants to switch due to poor coverage in Florida and poor customer service. He and his wife travel between Charlotte, NC and Tallahassee, FL via Atlanta, GA.

I will be travelling from Atlanta to Chicago to Poland then to Ukraine. When I arrive in Chicago, do I need to collect my luggage or will it go direct from Atlanta to my final destination?
